reduction in the establishment.

No doubt

similar considerations will apply in the case

of Administrative of icers.

3. As Mr.Ross, the Efficiency /xpert, is expected to pay his long-awaited visit to Hong

Kong very shortly and as, in any case, some

considerable time has elapsed since your despatch

under reference was written, it has occurred to

me that you may wish to await the result of Mr.Ross's enquiries and then to give further

consideration to:-

(a) the number of posts which must

ordinarily be filled by Administrative

Officers, and

the number of posts not ordinarily filled

by Administrative officers, but for which

the establishment of Administrative Officers

has ordinarily to provide leave replacements.

5. Should you decide to make revised proposals as a (result of the Jurther consideration suggested)

As sugated in sorreraph 3/it would be of assistance

to me in considering them if an up-to-date statement

could be furnished on the lines of enclosure 3 to your

despatch under reference, distinguishing between the
